Two variables explain almost all of it: the international spot price in dollars per ounce, and the rupee's exchange rate against the dollar. A stable international price with a weakening rupee still produces a rising tola price, which is why the Pakistani chart and the LBMA chart often diverge.
The third, smaller factor is the local premium set in the Sarafa bazaar, which widens when physical supply is tight — typically before wedding season and around Eid. The methodology page shows the exact weighting of all three.

Gold is priced internationally in dollars. When the rupee weakens against the dollar, the same ounce of gold converts into more rupees, so the tola price rises even if the international price has not moved.
